稱“～”者，謂一國(guó)主管當(dāng)局所頒發(fā)，指派一人或數(shù)人代表該國(guó)談判、議定或認(rèn)證條約約文，表示該國(guó)同意接受條約拘束，或完成有關(guān)條約之任何其他行為之文件。《維也納條約法公約》“Full powers” means a document emanating from the competent authority of a State designating a person or persons to represent the State for negotiating,adopting or authenticating the text of a treaty,for expressing the consent of the State to be bound by a treaty or for accomplishing any other act with respect to a treaty.(Vienna Convention on the Law of Treaties,May 23,1969)/出具～produce full powers/遞交～的副本present working copies of credentials/免除～dispense with full powers
