letter of credence; credentials; letter of commission (for high commissioners)(指一國(guó)派遣或召回大使、公使時(shí)，由國(guó)家元首致接受國(guó)元首的正式文書。須由派遣國(guó)元首簽署，外交部長(zhǎng)副署countersign，由使節(jié)親自向駐在國(guó)元首遞交。使節(jié)只有在遞交國(guó)書后，才能得到國(guó)際法所賦予的地位)
