中國(guó)護(hù)照分為外交護(hù)照、公務(wù)護(hù)照和普通護(hù)照（包括因公普通護(hù)照）。Chinese passports are classified into diplomatic passports,service passports and ordinary passports (including public affairs passport or passport for public affairs).
外交官員、領(lǐng)事官員及其隨行配偶、未成年子女和外交信使持用外交護(hù)照。Diplomatic officials,consular officials and their accompanying spouses and minor children,and diplomatic couriers (messengers) shall hold and use diplomatic passports.
在中國(guó)駐外使領(lǐng)館或者聯(lián)合國(guó)、聯(lián)合國(guó)專門機(jī)構(gòu)以及其他政府間國(guó)際組織中工作的中國(guó)政府派出的職員及其隨行配偶、未成年子女持用公務(wù)護(hù)照。The personnel dispatched by the Chinese Government to the embassies or consulates stationed outside China,or to the United Nations,UN special agencies and other international intergovernmental organizations,as well as their accompanying spouses and minor children,shall hold and use service passports.
前兩款規(guī)定之外的公民出國(guó)執(zhí)行公務(wù)的，由其工作單位依照護(hù)照法規(guī)定向外交部門提出申請(qǐng)，由外交部門根據(jù)需要簽發(fā)外交護(hù)照或公務(wù)護(hù)照。Where any citizen other than those as prescribed in the preceding two paragraphs goes abroad to execute any official business,his working unit shall file an application with the department of foreign affairs according to the provisions of the Passport Law. The department of foreign affairs shall,in light of actual demands,issue a diplomatic passport or service passport.
公民因前往外國(guó)定居、探親、學(xué)習(xí)、就業(yè)、旅行、從事商務(wù)活動(dòng)等非公務(wù)原因出國(guó)的，由本人向戶籍所在地的縣以上地方人民政府公安機(jī)關(guān)出入境管理機(jī)構(gòu)申請(qǐng)普通護(hù)照。Where a citizen goes abroad for residence,visiting relatives,study,employment,travel,business activities or other non-official service reasons,he shall file an application for an ordinary passport with the entry and exit administration department of the public security organ of the local people’s government at the country level or above where his own permanent residence is located.

護(hù)照簽發(fā)機(jī)關(guān)passport issuance organs
外交護(hù)照由外交部簽發(fā)。Diplomatic passports shall be issued by the Ministry of Foreign Affairs.
公務(wù)護(hù)照由外交部、中國(guó)駐外使領(lǐng)館或者外交部委托的其他駐外機(jī)構(gòu)以及外交部委托的省、自治區(qū)和設(shè)區(qū)的市人民政府外事部門簽發(fā)。Service passports shall be issued by the Ministry of Foreign Affairs,the embassies or consulates stationed outside China or other institutions stationed abroad upon the authorization of the Ministry of Foreign Affairs,and the foreign affairs departments of the people's governments of provinces,autonomous regions,municipalities directly under the Central Government and districted cities upon the authorization of the Ministry of Foreign Affairs.
普通護(hù)照由公安部出入境管理機(jī)構(gòu)或者公安部委托的縣級(jí)以上地方人民政府公安機(jī)關(guān)出入境管理機(jī)構(gòu)以及中國(guó)駐外使領(lǐng)館和外交部委托的其他駐外機(jī)構(gòu)簽發(fā)。Ordinary passports shall be issued by the entry and exit administration department of the Ministry of Public Security or the entry and exit administration departments of the public security organs of local people's governments at or above the county level as authorized by the Ministry of Public Security,and the embassies or consulates stationed outside China or other institutions stationed abroad upon the authorization of the Ministry of Foreign Affairs.
