魚大水小yú dà shuǐ xiǎoa big fish in shallow water— a ponderous apparatus without sufficient resources for maintenance
? 假若我們縮小自己的機構(gòu)，使兵精政簡，我們的戰(zhàn)爭機構(gòu)雖然小了，仍然是有力量的；而因克服了～的矛盾，使我們的戰(zhàn)爭的機構(gòu)適合戰(zhàn)爭的情況，我們就將顯得越發(fā)有力量，我們就不會被敵人戰(zhàn)勝，而要最后地戰(zhàn)勝敵人。(《毛澤東選集》838) If we reduce it and have better troops and simpler administration,our war apparatus,though reduced,will remain strong.
