1938年6月20日，馬伸橋民團(tuán)打死馬伸橋偽公安分局局長(zhǎng)后起義，迎接八路軍東進(jìn)，揭開了冀東西部抗日武裝大暴動(dòng)的序幕。隨后，暴動(dòng)隊(duì)伍紛紛發(fā)起抗日，相繼打下了邦均偽公安分局、下倉(cāng)偽保安分隊(duì)、五區(qū)公安分局等。薊縣的抗日暴動(dòng)隊(duì)伍，達(dá)到一萬(wàn)多人。暴動(dòng)隊(duì)伍配合八路軍第四縱隊(duì)，攻下薊縣縣城。
8月2日，日軍蒙古騎兵隊(duì)分幾路進(jìn)犯薊縣，抗聯(lián)隊(duì)伍撤出縣城，開展分散游擊活動(dòng)。
10月初，根據(jù)上級(jí)指示，各抗聯(lián)隊(duì)伍西撤，到平西整訓(xùn)。
12月，部分抗聯(lián)隊(duì)員，在李子光帶領(lǐng)下返回薊縣，恢復(fù)和發(fā)展中共組織，并與堅(jiān)持在冀東西部的八路軍四縱隊(duì)三支隊(duì)取得聯(lián)系，堅(jiān)持斗爭(zhēng)。
1940年元旦，中共冀東區(qū)分委召開會(huì)議，決定肅清土匪武裝，建立多塊根據(jù)地。會(huì)后，李子光、王少奇回到盤山，著手開創(chuàng)盤山抗日根據(jù)地的準(zhǔn)備工作。不入，冀東軍分區(qū)副司令員包森率領(lǐng)200余人武裝來(lái)到盤山。
4月15日，在盤山梁莊子西溝召開軍政大會(huì)，對(duì)抗日隊(duì)伍進(jìn)行合并，稱為冀東軍分區(qū)六總隊(duì)。同時(shí)，成立了冀東西部第一個(gè)抗日民主政權(quán)——薊(縣)、平(谷)、密(云)聯(lián)合縣。下設(shè)盤山直屬區(qū)和西北辦事處，盤山圈內(nèi)的20余個(gè)居民點(diǎn)、80多戶人家劃為一個(gè)行政村，起名聯(lián)合村，并建立村政權(quán)。這標(biāo)志著天津第一個(gè)抗日根據(jù)地——盤山抗日根據(jù)地的初步形成。

·盤山抗日根據(jù)地

On June 20th,1938,Ma Shenqiao local militia revolted.After killing the director of the security bureau,theyjoined the Eight Route Army marching eastwards,whichpreluded the anti-Japanese armed uprising in the westof east He Bei province. Soon,the anti-Japanese forcestook over Bang Jun Puppet Security Bureau,Xia CangPuppet Peace Preservation Corps,and Wu Qu SecurityBureau. Over 10,000 people joined the anti-Japaneseinsurrection forces that took Ji County in cooperationwith Column 4 of the Eight Route Army.
On August 2nd,Japanese Mongolia cavalry invadedJi County in several directions,so the anti-Japanesealliance withdrew and undertook guerrilla battles.
In early October,anti-Japanese alliance wasordered to withdraw westwards to be reorganized andtrained in Ping Xi.
In December,some of the alliance,led byLi Ziguang,returned to Ji County to resume anddevelop the Communist Party organizations. Theyalso got in touch with Branch 3,Column 4 ofthe Eight Route Army in the west of east He Beiprovince so as to continue fights.
On January 1st,1940,the branch committee ofChina Communist Party in He Bei province had ameeting and determined to mop up the bandit forcesand to set up several bases. After the meeting,LiZiguang and Wang Shaoqi came to Pan Mt and setup a base there. Soon,Bao Sen,the vice commanderof east He Bei military region,headed more than 200soldiers to Pan Mt.
On April 15th,a military and politic conferencewas held at Xi Gou,Liang Village in Pan Mt,andthe anti-Japanese forces were to be reorganized intoSquadron 6 of east He Bei military region. And thefirst anti-Japanese democratic regime,covering JiCounty,Ping Gu and Mi Yun,was established inthe west of He Bei province. Pan Mt. area and theNorthwest Office were set up as its divisions. Over 20residential areas and 80 households were incorporatedinto an administrative village,namely United Villageand thus the village regime was set up. It marked thepreliminary establishment of Pan Mt. anti-Japanesebase,also the first anti-Japanese base in Tianjin.
