香港特區(qū)處于國家的完全主權(quán)之下。中央授予香港特區(qū)多少權(quán)，特區(qū)就有多少權(quán)，沒有明確的，根據(jù)基本法第二十條規(guī)定，中央還可以授予，不存在所謂的“～”。The HKSAR is under full state sovereignty. It only has as much power as authorized by the central government. For those powers that have not been specified,the central government may give it further authorization according to Article 20of the Basic Law. Therefore,there is no socalled residual power. |
